In an attempt to provide the most current and accurate information concerning making improvements to property, the following questions can be used to navigate to the appropriate documents. These documents are designed to answer questions or provide information to assist you in the permit process.

WHAT TYPE OF IMPROVEMENT PROJECT ARE YOU PLANNING?

New Single Family Dwelling

The list of forms listed below will need to be submitted when applying for a NSFD building permit:

Homeowner Affidavit - this form must be filled out and submitted with the building permit when a homeowner will be acting as the General Contractor. The State allows a homeowner to pull a NSFD building permit once every two years.

Addition to Residence

When adding floor space (heated or unheated) to your residence, you will need to apply for a building permit. We do suggest that you have the general contractor fill out the information as they will have in-depth knowledge of the information needed on the applications. However, if you are not using a contractor and wish to do the project or manage the project yourself, you will need to fill out the Homeowner Affidavit listed below and include with your completed application.

The information listed below will need to be submitted when applying for a Home Addition permit:

Building Permit Application
Sketch or drawing of the addition
Plot of the residential lot showing the addition. Be sure to include addition dimensions, distance to the rear, front, and side property lines, as well as distances to any other structure on the lot (i.e. storage building, pool, etc.)
Homeowner Affidavit

Accessory Structures

A structure that is located on the same lot as the principal building, detached from the principal building, and that has a use that is incidental to the principal building is considered an Accessory Structure. Examples include a detached garage, storage building, arbor, pergola, pool house, swimming pool, etc.

The information listed below will need to be submitted when applying for an Accessory Structure building permit:

Building Permit Application
Sketch or drawing of the structure - if the structure is a prefabricated building that will be delivered, then provide a brochure of the structure you will be purchasing.
Plot of the residential lot showing where the accessory structure will be located. Be sure to include the dimensions of the structure, distance to the rear and side property lines, as well as distances to any other structure on the lot (i.e. house, pool, storage building, etc.)

Fence

Retaining Wall

ALL RETAINING WALLS REQUIRE A BUILDING PERMIT

Retaining walls, which are not over 48" (inches) in height measured from the bottom of the footing to the top of the wall are required to have a permit. Retaining walls that exceed 48" (inches) measured from the bottom of the footing to the top of the wall are required to have a permit AND plans that are designed by a Licensed Architect or Engineer.

The following information and documentation will be required when applying for a retaining wall permit:

Homeowner Affidavit will need to be filled out if the property owner is not using a licensed contractor.
Building Permit Application
Sketch or drawing of the retaining wall showing footing and wall details with measurements
Plot of the lot showing the location of the retaining wall. Be sure to include dimensions of the wall, distances the wall will be from property lines, as well as distances to any other structures on the lot.

Swimming Pool

A building permit is required when installing an Above Ground Pool and an In Ground Pool.

The following information and documentation will be required when submitting an application for a pool permit:

Process for Issuance of Swimming Pool Permits (Form SP102) signed by the homeowner
Building Permit Application
Site plan or survey showing all easements with the following information:
1. Placement of the pool on the property with all setback dimensions
2. Distances the pool will be from each property line
3. Distance the pool will be from the main structure
4. Distance the pool will be from any other structure on the lot
5. Any proposed retaining walls with dimensions and distances to pool and property lines (retaining walls will require a separate building permit)
Total square footage of the pool
Swimming Pool Agreement Form (Form SP101) signed by both the homeowner and contractor
Swimming Pool Enclosure Requirements Agreement (Form SP103) signed by the homeowner
Swimming Pool Drainage, Surface Drainage and Erosion Control Requirements (Form SP104) signed by both the homeowner and contractor
An existing topographical survey of the property showing existing contours and run off patterns. See example (Form 1106). This can be done by the pool contractor. (Not required for Above Ground Pools)

Additional information and documentation:

Note to Pool Contractors: In addition to current inspections made on Swimming Pools, a Plumbing "Rough-In" inspection is required for Pools with Bottom Drainage. This inspection is to be made prior to gunite or concrete being poured or sprayed, or any other type of pool material is set. This is to inspect the Duel or Multiple Drain separation. Also, if the pool is equipped with an automatic Water Filler system, a "Water Service" inspection shall be made showing the connection to the Potable Water supply.
